Nearly 250 Cincinnati homeowners may soon receive relief from delinquent property taxes. A new initiative led by the Hamilton County Treasurer’s Office, with strong support from the City of Cincinnati and The Port (Hamilton County Landbank), is underway.
Working In Neighborhoods (WIN) is serving as the community partner, providing free financial counseling and intake services. Hamilton County Treasurer Jill Schiller explained why WIN was chosen. “WIN is a fixture in our community. We couldn’t find a better partner for people who need help with financial counseling and education to stay in their home.” WIN is collaborating with other organizations to offer additional legal and financial services, ensuring participants have comprehensive support. “We are grateful for the opportunity to administer a program that will keep more people in their homes,” noted WIN’s executive director, S. Barbara Busch.
The Hamilton County Landbank will coordinate with the Treasurer’s Office to purchase and retire tax liens before the 2025 tax bills are due in 2026. The initiative, supported by a $250,000 allocation from the City, aims to prevent foreclosure and offer a fresh start to vulnerable residents. Eligible homeowners—those living in owner-occupied homes valued at $100,000 or less and owning no more than $10,000 in back taxes—have been notified by mail and must contact WIN by September 15, 2025.
“Across the state, we’ve seen property values rise and taxes rise with them. Many homeowners have paid off their mortgages and weren’t prepared for the increases—particularly folks on fixed incomes. There needs to be a holistic approach by the state legislature to address these issues. We are using the tools we have to help our most vulnerable,” said Hamilton County Treasurer, Jill Schiller.
“This program is exactly what a strong intergovernmental partnership has the power to accomplish,” said Mayor Aftab Pureval.
